Even though Naruto hasn't achieve anything big yet, but his spirit has certainly reach everyone.
Even the great Fukasaku had admitted that Naruto has surpassed his master, Jiraiya.
In the beginning of the story , Naruto's only dream is to become a Hokage in order to make the people to recognize his existence. From what I can see now, he certainly had made the dream comes true.
There are so many events that have show how important Naruto is to the village.
Finally, there is even a people willing to sacrifice for the sake of Naruto.

Thank you for taking the time out to give us examples of Naruto's determination to be recognized from the village that he loves so dearly. I am in awe of him. To have the villagers take noticed of his importance and valor was something that made me see his success PRIOR to Naruto's appearance before chapter 430 and the statement and commentary made from chapter 430; Kakashi also made that observation (how Naruto has surpassed him and he saw the spirit of yondaime around Naruto) back in early training sessions.
I still can't get over his entry. Here is a thought; personally, I think Sasuke is no match for Naruto. Naruto has an unrelenting determination to win--not to say that Sasuke doesn't, but I wondered, really pondered this thought, what if Sasuke and Naruto never has the battle between each other because Konoha was destroyed by Pain? What if the destruction of Konoha forces a rude awakening in Sasuke and makes him realized how foolish the idea was? What if takes for Naruto and Sasuke to unite in order to permanently kill Madaara?

I give a damn about Sasuke. But...what if Sasuke can't kill Madaara alone - Itachi couldn't. I hope Naruto is okay after the destruction that Pein has caused. But, like Gaara, Naruto made just change Pein after he leaves the battle with Naruto, and Madaara may kill Pein and yeah, it might take both (Naruto and Sasuke) to finish off Madaara.
Crap! I meant to say (just above) that I DON"T GIVE A DAMN ABOUT SASUKE!
